WNYCCP has developed a pay for performance plan to align fiscal incentives for community mental health centers with achievement performance milestones developed with County Departments of Mental Health. The plan is currently being implemented in both Erie and Monroe counties under a 41.35 waiver.

County Level Planning and Contracting
Incentive Model
Level I: Based on achievement of baseline contracted incremental improvements in county defined priority population performance standards,
reimbursement up to incurred deficits;
attainment of funding flexibility across program and funding source codes;
risk corridor option by county.
Level II: Based on achievement of more difficult performance standards,
reimbursement up to the full contracted program budget regardless of incurred deficits, with restriction on use of funds retained in excess of incurred deficits;
attainment of funding flexibility across program and funding source codes.
Level III: Based on achieving or exceeding most difficult performance standards,
reimbursement up to the full contracted funding level regardless of incurred deficits, with restriction on use of funds retained in excess of incurred deficits;
attainment of funding flexibility across program and funding source codes; performance premium.
